Chronology of German Chancellor Angela Merkel's visits to Russia

August 20, 2021, 05:00

Merkel's visit to Moscow

TASS-DOSIER. On August 20, 2021, German Chancellor Angela Merkel will visit Moscow, where she will hold talks with Russian President Vladimir Putin. As head of the German government (since 2005), Merkel will visit our country for the 19th time. In the upcoming parliamentary elections in September, she will not put forward her candidacy for this post.

2006

German Chancellor Angela Merkel made her first official visit to Russia on January 16, 2006. At the talks with Russian President Vladimir Putin, the focus was on bilateral cooperation in the field of energy, including issues related to the creation of the Nord Stream gas pipeline (commissioned in October 2012). Merkel described the project as "an investment in Europe's energy security."

On April 26-27, Angela Merkel, accompanied by a government delegation, was in Tomsk, where, together with Vladimir Putin, she took part in the eighth round of Russian-German interstate consultations (held from 1998 years alternately in the Federal Republic of Germany and the Russian Federation to resolve pressing trade, economic and political issues; in 2014, Germany abandoned them due to the events in Ukraine).

On July 16, the leaders of Russia and Germany had a conversation during the G8 summit in St. Petersburg (the Russian Federation was a member of the G8 in 1998-2014, after the Ukrainian crisis the association operates in the G7 format).

2007

In 2007, Angela Merkel visited Russia twice. On January 21, she paid a visit to Sochi, during which international issues, including Iran's nuclear program, were discussed with Vladimir Putin at the Bocharov Ruchey residence.

On May 17-18 Samara hosted the EU-Russia summit, which included talks between Angela Merkel (Germany chaired the EU at the time), Vladimir Putin and European Commission President Jose Barroso.

2008

In 2008, the German Chancellor made three visits to our country. On March 8, she met with the elected head of state, Dmitry Medvedev. Angela Merkel became the first Western leader to establish personal contact with the future president of the Russian Federation. Her talks with Vladimir Putin touched upon divisive international issues, such as NATO's eastward expansion and Kosovo's independence.

On August 15, the German Chancellor paid a short visit to Sochi, where she met with Russian President Dmitry Medvedev.

On October 2, in St. Petersburg, she, together with Dmitry Medvedev, took part in the 10th round of interstate Russian-German consultations, as well as in a meeting of the public Russian-German organization "Petersburg Dialogue" (founded in 2001, in July 2021, the German the party announced the suspension of all bilateral events due to "the recognition in the Russian Federation as undesirable of three German NGOs").

2009-2010

On August 14, 2009, Angela Merkel returned for a short visit to Sochi, where she held talks with President Dmitry Medvedev.

In 2010, Merkel met Dmitry Medvedev twice during her visits to Russia. On May 9, she visited Moscow to participate in events on the occasion of the 65th anniversary of the Victory.

On July 14-15, the chancellor came to Yekaterinburg to take part in the 12th round of interstate consultations, as well as in a meeting of the St. Petersburg Dialogue forum.

2012

Angela Merkel's next visit to our country took place on November 16, 2012, as part of the 14th round of interstate Russian-German consultations in Moscow. The leaders of the two countries also took part in the 12th meeting of the Petersburg Dialogue. In the course of the talks, issues of the development of democracy in Russia were discussed, in particular. Angela Merkel reaffirmed the strategic nature of relations with the Russian Federation, while expressing concern about the "restriction of democracy" in our country. In this regard, the chancellor referred to the situation around the Russian female punk band Pussy Riot, two members of which were sentenced to two years in prison for the action (punk prayer "Virgin Mary, drive Putin away"), held in February 2012 in the Cathedral of Christ the Savior. According to Merkel, in Germany, in such a case, such a harsh sentence would hardly have been passed. In response to criticism, Vladimir Putin spoke about the anti-Semitic speeches of Pussy Riot and called for "considering the problem from all sides."

Another important topic was the civil war in Syria. Merkel was of the opinion that in order to resolve the conflict it is necessary to remove President Bashar al-Assad from power. In turn, the Russian president said: "We believe that first you need ... to understand how the legitimate rights and interests of various religious and ethnic groups will be ensured, and only then move on to changes. And not vice versa - remove Assad, and then think, what to do with it."

2013

Angela Merkel's visit to St. Petersburg on June 21-22 was timed to coincide with the next St. Petersburg International Economic Forum, where Germany had the status of guest of honor. At a bilateral meeting, the leaders of the Russian Federation and Germany discussed economic relations, the chancellor announced Germany's intention to develop cooperation in such areas as science and education.

The sides once again discussed the Syrian problem. Vladimir Putin did not agree with Merkel, according to whom President Bashar al-Assad is "fighting against his own people." According to the Russian president, the root of the problem lies in the fact that "militants armed from abroad" are fighting against Assad.

During the visit, the German Chancellor and the Russian President visited the exhibition in the Hermitage "The Bronze Age. Europe Without Borders", many exhibits of which were taken out of Germany after World War II. Vladimir Putin urged not to politicize the problem of "trophy art", the chancellor stated the need to continue the dialogue on all issues related to art objects moved from Germany.

2015

On February 6, 2015, Angela Merkel arrived in Russia for the first time after the imposition of anti-Russian sanctions by the European Union in 2014 due to the Ukrainian crisis. In Moscow, she took part in negotiations with the Presidents of the Russian Federation and France, Vladimir Putin and Francois Hollande, to resolve the situation in Ukraine.

On May 10, the German chancellor visited the Russian capital on the occasion of the 70th anniversary of the Victory. As Merkel said, "in a difficult situation for Russian-German relations," it was important for her "to honor the memory of those who died in World War II." Together with Vladimir Putin, she laid wreaths at the tomb of the Unknown Soldier in the Alexander Garden. The chancellor and the Russian president spoke from similar positions in assessing the results of the war and the lessons learned from it, Vladimir Putin expressed gratitude to Angela Merkel for "sincere words of regret in connection with the crime of fascist Germany against the citizens of our country." The situation in Ukraine was also discussed, the leaders of the two countries stressed that in order to resolve the crisis, it is necessary to achieve the implementation of the Minsk agreements by all parties.

2017-2018

On May 2, 2017, Angela Merkel paid a visit to Sochi. The talks with Vladimir Putin focused mainly on international issues. Thus, the leaders of the two countries stressed that there is no alternative to the Minsk agreements and the Normandy format regarding the crisis in Ukraine. The parties also discussed the situation in Syria, called for the intensification of the negotiation process within the framework of the Astana and Geneva formats. Vladimir Putin spoke in favor of investigating the chemical weapons incident in the Syrian Khan Sheikhoun (April 4, 2017) and punishing those responsible for the deaths of Syrians.

On May 18, 2018, Angela Merkel paid a working visit to Sochi. The talks with Vladimir Putin focused mainly on international issues. Thus, while discussing the situation in Ukraine, the leaders of the two countries discussed the establishment of a UN mission in the Donbas to assist in the protection of OSCE observers. Regarding the Syrian crisis, the parties stressed the need to provide humanitarian assistance to the population of the country. The importance of maintaining the agreement on the Iranian nuclear program was also emphasized.

Merkel reaffirmed Germany's commitment to the implementation of the Nord Stream 2 gas pipeline project. At the same time, she spoke in favor of retaining the role of a transit country for Russian gas for Ukraine even after the gas pipeline is put into operation. According to the Russian president, deliveries through the Ukrainian gas transportation system "will be continued if they prove to be economically justified and expedient for participants in economic activity."

Merkel also had a brief conversation with Prime Minister Dmitry Medvedev.

After the visit, the German newspaper Bild published an article criticizing Vladimir Putin for giving Merkel a bouquet of flowers. According to the newspaper, in this way the Russian president "offended the dignity" of Merkel, reminding her that she is a woman and pointing out that he is "the master of the world political arena." In response, Deputy Chairman of the State Duma Irina Yarovaya said that such statements are "evidence of the loss of aesthetics. "

2020

On January 11, Angela Merkel paid a working visit to Moscow. The main focus of the talks with President Vladimir Putin was on international issues. Vladimir Putin supported the proposal put forward in December 2019Germany's initiative to hold a conference under the auspices of the UN on the settlement in Libya in Berlin (held on January 19, 2020). In addition, Vladimir Putin informed Angela Merkel about his January 7 visit to Syria and talks with Syrian President Bashar al-Assad. Putin and Merkel discussed "the issues of the post-conflict revival of Syria, the improvement of the humanitarian situation in the country and the safe return of refugees."

With regard to the Ukrainian crisis, the parties reiterated that the Minsk agreements are "an uncontested basis for normalizing the situation in the south-east of the country."

The leaders of the two countries also discussed the implementation of the Nord Stream 2 gas pipeline project. According to Angela Merkel, Germany "rejects US extraterritorial sanctions - in December 2019, the US passed a law on the defense budget for fiscal year 2020, which obliged the administration to introduce restrictive measures, including in relation to the gas pipeline. (In July 2021, Germany and The United States reached agreements, according to which, in particular, the United States reserved the right to take measures in response to "the use of energy by Russia as a geopolitical weapon in Europe", and Germany undertook to seek an extension of the transit of Russian gas through Ukraine after 2024, when the corresponding five-year period expires. contract.) The Russian president has repeatedly noted "the consistent commitment of the German side to the implementation of this project."
