What does 

needy mean?

Needy is an adjective meaning poor. It can also be used as a noun referring collectively to people who are poor or otherwise in need, as in Your donation will help the needy. 

Another, more informal use of needy is as a negative adjective meaning demanding or having a lot needs to be met. It’s especially used to describe someone who requires a lot of attention in a relationship. A similar term is high-maintenance.

Example: The food bank is intended for needy people who have no other way to get food.

Where does 

needy come from?

The first records of needy come from the 1100s. It comes from the Middle English nedi. It is a combination of the word need and the suffix -y, which means “having or characterized by” and is used to form adjectives from nouns. (Someone who’s hungry has hunger. Someone who’s needy has needs.) Needy has been used as a noun for almost as long. Many adjectives are used as nouns in the same way, such as the rich and the poor. As a noun, needy commonly appears in the redundant phrase the poor and needy. 

Needy is another way of saying someone is in a state of poverty. The term is especially used in the context of charity organizations whose stated mission is to help the needy through donations, community service, and other ways. Helping the needy is encouraged in many religions, and many places of worship take up collections for needy families.

The more informal use of needy is especially applied to relationship partners. It’s always negative and is often used alongside other negative adjectives like clingy and naggy. A person who’s described as needy in this sense has a lot of needs, and they expect and usually demand their needs to be prioritized above those of others.

Who is recognized as needing housing

Provision of military housing is not mandatory for the state. This applies to military personnel who are not members of the savings and mortgage system (NIS).

Military personnel must first be recognized as in need of housing. By law, those who have their own housing cannot be recognized as needy. This also applies to those who received housing from the state if the housing cannot be rented back to the state.

Recognition as needy is a process that allows the state to understand who it needs to provide housing and who it does not. The servicemen are conditionally divided into two categories:

  1. The first is those who signed the first contract or received the rank of "lieutenant" after graduating from a military educational institution before January 1, 1998.
    Such military personnel may be recognized as needy and provided for during their service. When they leave and move to another place of residence, they can rent out housing received from the military department and receive housing or a subsidy.
  2. The second category is military personnel who entered into the first contract or received the rank of "lieutenant" after graduating from a military educational institution after January 1, 1998.
    Such military personnel may be recognized as needy and provided for after they have reached 20 years of military service in calendar terms. This right is provided for in the Law on the Status of Military Personnel. Upon dismissal, a soldier will no longer have problems with housing in retirement.

To be recognized as needy, you must submit an application and attach documents. The application form is established by the "Rules for the recognition of servicemen - citizens of the Russian Federation, undergoing military service under a contract, in need of residential premises." These rules are approved by Decree of the Government of the Russian Federation of October 30, 2020 No. 1768.

The following documents are attached to the application:

  • copies of the passport of the citizen of the Russian Federation, proving the identity of the serviceman, and passports, proving the identity of all members of his family (with marks of registration at the place of residence)
  • copies of birth certificates of children under 14 years of age and documents on registration at the place of residence of children under 14 years of age, and in case the children are adopted (adopted), copies of the certificate of adoption (adoption) or court decisions on adoption (adoption)
  • copies of certificates of conclusion (dissolution) of marriage - in the state of marriage (dissolution of marriage)
  • extracts from house books (apartment cards), copies of financial personal accounts from the places of residence of the serviceman and his family members or a single housing document for the last 5 years prior to the submission of application
  • copies of documents confirming the right to provide additional social guarantees in terms of housing in accordance with the legislation of the Russian Federation

In case of recognition, registration is made from the date of application.

The date of registration of a serviceman who cannot submit an application and documents due to being on a business trip or on medical treatment, on combat duty, performing tasks in a state of emergency, martial law and armed conflicts, participating in hostilities, exercises, campaigns ships, prevention and elimination of the consequences of natural disasters, accidents and catastrophes, other measures related to the performance of military service duties outside the place of permanent deployment of a military unit, as well as being in captivity (except in cases of voluntary surrender) or in the position of a hostage or internee is the date of occurrence of the right of a serviceman to be recognized as needing housing, but not earlier than the date of occurrence of the indicated circumstances (measures), provided that the application is submitted within 3 months from the date of termination of the indicated circumstances (measures).

If the dates of registration of military personnel coincide, the priority is determined based on the longest total duration of military service of military personnel in calendar terms on the date of registration, and if its duration is equal, according to the seniority of military ranks on the date of registration.

The decision to register or refuse to register is made no later than 30 working days from the date of submission of applications and documents by the serviceman.

Military personnel and family members living with them are accepted for registration. Family members of a serviceman include:

  • wife (husband)
  • minor children
  • children over 18 who become disabled before they reach the age of 18
  • children under the age of 23 studying in educational institutions full-time
  • military dependents.

Now it is worth mentioning what else can affect the recognition of the needy, in addition to owning housing. This is a deliberate deterioration of living conditions.

Military personnel and (or) members of their families who, with the intention of acquiring the right to be registered, have committed actions and civil law transactions with residential premises that have led to a reduction in the size of occupied residential premises, the loss of the right to use residential premises or their alienation, in as a result of which military personnel and (or) members of their families may be recognized as in need of residential premises, are registered no earlier than 5 years from the date of the commission of these intentional actions.

Actions that caused the deterioration of housing conditions include intentional actions and civil law transactions, as a result of which military personnel and (or) members of their families had grounds for recognizing them as in need of residential premises, provided for in Article 51 of the Housing Code of the Russian Federation, related :

  • with the move-in of other persons into the living quarters (except for the move-in of family members by servicemen)
  • with residential exchange
  • with non-fulfillment of the terms of a social tenancy agreement, which resulted in eviction from the dwelling without the provision of another dwelling or with the provision of another dwelling of a smaller area
  • with the allocation of a share by the owners of residential premises; with the alienation of residential premises or their parts

As you have already understood, recognition of those in need of housing is not an easy process. It has a lot of pitfalls that can destroy your hopes for a solution to your housing problem.
